Intruduction:
Arbitrum is a set of Ethereum scaling solutions encompassing protocols, chains, services, SDKs, and pivotal components driving the Arbitrum ecosystem. Leveraging Optimistic Rollup technology, known as Nitro, enhances transaction speed and lowers costs, all while still inheriting Ethereum's security. The recently formed Arbitrum Foundation is established a DAO to govern the Arbitrum One and Nova chains, enabling users to participate in voting on key decisions regarding the protocol.

A discussion is underway regarding the Arbitrum Stable Treasury Endowment Program (ASTEP) proposal. ASTEP entails allocating 35 million ARBs (approximately 1% of Treasury DAO holdings) towards Real World Assets (RWA) to foster ecosystem development. Notably, this initiative differs from grants by constituting an investment, allowing the DAO to exert control and establish binding terms with chosen recipients. The proposal garnered overwhelming support (99.6%) during the off-chain voting period between January 31st and February 7th. On-chain voting is scheduled for March 15th, by Tally.
