    Recently, the Cosmos ecosystem's governance has been a hot topic, first with Cosmos Hub 82 and most recently with Osmosis. Voters will decide the future of the Osmosis Grants Program in Osmosis Prop 362. Putting disagreement aside, there have been a lot of arguments and refutations, as well as a lot of vote switching. Let's examine the governance practices in relation to Proposal 362. On the surface, it appears that a large number of voters have been switching their ballots. Is this accurate, or are large whales/validators to blame for these swings? What is the average size of the voters' wallets (in OSMO)? who among them has altered their vote more than once? In this context, compare and contrast the voting patterns of validators and typical users. Does Prop 362 differ significantly from other proposals in terms of engagement?
